Two dangers constantly threaten the world: order and disorder,” says Paul Valery. Modern people and institutions are under these two pressures. This report is about schools, which are the cells of the education system, which have experienced these two pressures many times over the last century. When modern schools reach an order in order to meet the needs of society, they are subjected to the pressure of disorder by the constant and rapid change in social systems. This is the biggest conflict of schools: to cope with the tension between order and disorder. This conflict has become increasingly visible over all social systems in the last century, gradually increasing in number and influence.
Today, order and disorder in schools are experienced through the concepts of “school management” and “teaching leadership“. Responsibilities corresponding to these two different concepts create tension on the school head. At the basis of the administrative problems in schools lies the difficulty of managing this tension. While the concept of yönetim school management çağr evokes a responsibility for ordering in schools, the concept of lider teaching leadership gerektir requires constant renewal, change and transformation due to its features. School principals are given the responsibility to maintain order, while they are expected to develop beyond the usual order. This implicit conflict in schools leads to discussion of principals over responsibilities.
There is much work to be done to improve the Turkish education system, but the most important and top priority is the development of managerial and instructional leadership skills of school heads.
