Unemployment is at the forefront of macroeconomic problem areas, which today, regardless of the level of development of all countries in the world. Social policies, including various support and incentives for young people, women, and groups requiring special policies, are most often implemented in many countries. Turkey is one of the most important national social policy actors in Turkey Business Association (TEO) was established with the active and passive employment policies developed since 1946 plays an active role in the fight against unemployment. Protecting and increasing employment, improving the professional qualifications of the unemployed, ISKUR’s active labor force services include four main policy areas: vocational training courses for unemployed, entrepreneurship training programs, on-the-job training programs and community benefit programs (CIP). In addition to these, in order to meet the expectations from the changing labor force due to technology, ”professional training of employees“ programs are organized and various projects and supports are applied to the groups that require special policy.
In this context, firstly the legal content, procedures and principles of İŞKUR CIP implementation and problem areas related to implementation are examined. Later, a model proposal was proposed to increase the effectiveness of the CIP in response to the ever-changing labor market needs and expectations and to eliminate the current problems related to the implementation. Finally, suggestions and benefits for the target audience of CIP are explained through the relevant model.
